।।17.1।।सर्वगुणपूर्णाय नमः। श्रीः। गुणभेदान् प्रपञ्चयत्यनेनाध्यायेन शास्त्रविधिमुत्सृज्य अज्ञात्वैव।वेदः कृत्स्नोऽधिगन्तव्यः सरहस्यो द्विजन्मना [मनुः2।165] इति विधिरुत्सृष्टो हि तैः। ये वै वेदं न पठन्ते न चार्थं वेदोज्झांस्तान्विद्धि सानूनबुद्धीन् इति माधुच्छन्दसश्रुतिः। अन्यथा तु तामसा इत्येवोच्येत। न तु विभज्य। यदि सात्विकास्तर्हि नोत्सृष्टशास्त्राः। न हि वेदविरुद्धो धर्मः।वेदोऽखिलो धर्ममूलं स्मृतिशीले च तद्विदाम् [मनुः2।6] इति हि स्मृतिः।वेदप्रणिहितो धर्मो ह्यधर्मस्तद्विपर्ययः इति च भागवते [6।1।40]।
Salutations to the One full of all virtues. Sri. This chapter distinguishes the three kinds of guna. One must not abandon scriptural injunctions through speculation. The Veda must be fully realized; commands like “keep secret” addressed to twice-born (Manu 2.165) are indeed prescribed. Madhuccandas’ śruti says: those who do not recite the Veda nor attend to its meaning—know such as of shallow intellect; otherwise they would merely be called tamasic, not divided. If the sattvic are not forsaken, scriptures are not rejected. Dharma is never contrary to the Veda; the Vedas are the root of all dharma, as smṛti declares for those learned in it (Manu 2.6). The Bhagavata says: dharma established by the Vedas—when reversed—becomes adharma (Bhagavata 6.1.40).
