RSaya UcuH ॥ kiM tatpAzupataM jJAnaM kathaM pazupatizzivaH ॥ kathaM dhaumyAgrajaH pRSTaH kRSNenAkliSTakarmaNA ॥ 1 ॥
The sages said:— What is the Pāśupata knowledge? How is Śiva the lord of Paśus? Why was Dhaumya’s elder brother asked by Kṛṣṇa of unstrained activities.

etatsarvaM samAcakSva vAyo zaMkaravigraha ॥ tatsamo na hi vaktAsti trailokyeSvaparaH prabhuH ॥ 2 ॥
O lord Vayu, of the form of Śiva, please explain all these things. In the whole of the three worlds there is no other person competent to explain it like you.

Sūta said:— On hearing the words of the sages, Vāyu thought upon Śiva, and began to explain.

vAyuruvAca ॥ purA sAkSAnmahezena zrIkaMThAkhyena mandare ॥ devyai devena kathitaM jJAnaM pAzupataM param ॥ 4 ॥
Vāyu said:— This excellent and exalted Pāśupata knowledge was mentioned to the goddess by lord Śiva on the mountain Mandara.

tadeva pRSTaM kRSNena viSNunA vizvayoninA ॥ pazutvaM ca surAdInAM patitvaM ca zivasya ca ॥ 5 ॥
The same question was asked by Kṛṣṇa, the cause of the universe about the animal nature of the gods and others and the overlordship of Śiva.

I shall explain it succinctly as imparted to Kṛṣṇa by Upamanyu. Please hear attentively.

Formerly Viṣṇu in the form of Kṛṣṇa bowed to Upamanyu sitting in his hermitage and spoke courteously.

zrIkRSNa uvAca ॥ bhagavaJchrotumicchAmi devyai devena bhASitam ॥ divyaM pAzupataM jJAnaM vibhUtiM vAsya kRtsnazaH ॥ 8 ॥
Lord Kṛṣṇa said:— O lord, I wish to hear about the divine Pāśupata knowledge as mentioned to the goddess by the lord. I wish to hear about his prosperity and glory entirely.

kathaM pazupatirdevaH pazavaH ke prakIrtitAH ॥ kaiH pAzaiste nibadhyaMte vimucyaMte ca te katham ॥ 9 ॥
How is the lord known as Paśupati, lord of Paśus? Who are the Paśus? What are those Pāśas (strings) with which they are bound? How are they released?

Thus implored by the noble Kṛṣṇa the glorious Upamanyu bowed to the lord and the goddess and spoke as follows.

उपमन्युरुवाच ॥ ब्रह्माद्याः स्थावरांताश्च देवदेवस्य शूलिनः ॥ पशवः परिकीर्त्यंते संसारवशवर्तिनः ॥ ११ ॥
upamanyuruvAca ॥ brahmAdyAH sthAvarAMtAzca devadevasya zUlinaH ॥ pazavaH parikIrtyaMte saMsAravazavartinaH ॥ 11 ॥
Upamanyu said:— Every being beginning with Brahmā and ending with immobile beings is called Paśu in relation to the lord of gods. Every being is subject to worldly existence.

तेषां पतित्वाद्देवेशः शिवः पशुपतिः स्मृतः ॥ मलमायादिभिः पाशैः स बध्नाति पशून्पतिः ॥ १२ ॥
teSAM patitvAddevezaH zivaH pazupatiH smRtaH ॥ malamAyAdibhiH pAzaiH sa badhnAti pazUnpatiH ॥ 12 ॥
Śiva, lord of the gods, is known as Paśupati in view of his being the lord of the Paśus. The Pati binds the Paśus through the Pāśas (strings) of dirt.

स एव मोचकस्तेषां भक्त्या सम्यगुपासितः ॥ चतुर्विंशतितत्त्वानि मायाकर्मगुणा अमी ॥ १३ ॥
sa eva mocakasteSAM bhaktyA samyagupAsitaH ॥ caturviMzatitattvAni mAyAkarmaguNA amI ॥ 13 ॥
He is the very liberator whom they worship with devotion. These are the twenty-four elements and the qualities of illusory action.

विषया इति कथ्यन्ते पाशा जीवनिबन्धनाः ॥ ब्रह्मादिस्तम्बपर्यंतान् पशून्बद्ध्वा महेश्वरः ॥ १४ ॥
viSayA iti kathyante pAzA jIvanibandhanAH ॥ brahmAdistambaparyaMtAn pazUnbaddhvA mahezvaraH ॥ 14 ॥
The ropes that bind life are called objects of sense gratification. Lord Mahadeva tied up the animals from Brahma to the pillars.

पाशैरेतैः पतिर्देवः कार्यं कारयति स्वकम् ॥ तस्याज्ञया महेशस्य प्रकृतिः पुरुषोचिताम् ॥ १५ ॥
pAzairetaiH patirdevaH kAryaM kArayati svakam ॥ tasyAjJayA mahezasya prakRtiH puruSocitAm ॥ 15 ॥
With these ropes the husband, the god, performs his own duties. By the command of Lord Mahesh Nature was created as it should be for a man.

बुद्धिं प्रसूते सा बुद्धिरहंकारमहंकृतिः ॥ इन्द्रियाणि दशैकं च तन्मात्रापञ्चकं तथा ॥ १६ ॥
buddhiM prasUte sA buddhirahaMkAramahaMkRtiH ॥ indriyANi dazaikaM ca tanmAtrApaJcakaM tathA ॥ 16 ॥
That intelligence gives birth to egoism and egoism. The senses are eleven and the five elements are five.

शासनाद्देवदेवस्य शिवस्य शिवदायिनः ॥ तन्मात्राण्यपि तस्यैव शासनेन महीयसा ॥ १७ ॥
zAsanAddevadevasya zivasya zivadAyinaH ॥ tanmAtrANyapi tasyaiva zAsanena mahIyasA ॥ 17 ॥
By the command of Lord Śiva, the god of the gods, he bestows all auspiciousness. Even those little things were done by the same great command.

महाभूतान्यशेषाणि भावयंत्यनुपूर्वशः ॥ ब्रह्मादीनां तृणान्तानां देहिनां देहसंगतिम् ॥ १८ ॥
mahAbhUtAnyazeSANi bhAvayaMtyanupUrvazaH ॥ brahmAdInAM tRNAntAnAM dehinAM dehasaMgatim ॥ 18 ॥
They meditate on the remaining great beings one after another. The association of Brahma and other embodied beings with grass-ends.

महाभूतान्यशेषाणि जनयंति शिवाज्ञया ॥ अध्यवस्यति वै बुद्धिरहंकारोभिमन्यते ॥ १९ ॥
mahAbhUtAnyazeSANi janayaMti zivAjJayA ॥ adhyavasyati vai buddhirahaMkArobhimanyate ॥ 19 ॥
By the order of Lord Śiva, the living entities give birth to all other living entities. The intellect determines and the ego perceives.

चित्तं चेतयते चापि मनः संकल्पयत्यपि ॥ श्रोत्रादीनि च गृह्णन्ति शब्दादीन्विषयान् पृथक् ॥ २० ॥
cittaM cetayate cApi manaH saMkalpayatyapi ॥ zrotrAdIni ca gRhNanti zabdAdInviSayAn pRthak ॥ 20 ॥
It also awakens the consciousness and makes the mind resolve. The senses of hearing and other senses perceive sound and other objects separately.

स्वानेव नान्यान्देवस्य दिव्येनाज्ञाबलेन वै ॥ वागादीन्यपि यान्यासंस्तानि कर्मेन्द्रियाणि च ॥ २१ ॥
svAneva nAnyAndevasya divyenAjJAbalena vai ॥ vAgAdInyapi yAnyAsaMstAni karmendriyANi ca ॥ 21 ॥
By the power of the divine command of the Supreme Personality of Godhead, no one else could do so. The other senses of action, such as speech and others, are also present.

यथा स्वं कर्म कुर्वन्ति नान्यत्किंचिच्छिवाज्ञया ॥ शब्दादयोपि गृह्यंते क्रियन्ते वचनादयः ॥ २२ ॥
yathA svaM karma kurvanti nAnyatkiMcicchivAjJayA ॥ zabdAdayopi gRhyaMte kriyante vacanAdayaH ॥ 22 ॥
By the order of Lord Śiva, they perform their own duties and nothing else. Sound and other things are also taken and speech and other things are done.

अविलंघ्या हि सर्वेषामाज्ञा शंभोर्गरीयसी ॥ अवकाशमशेषाणां भूतानां संप्रयच्छति ॥ २३ ॥
avilaMghyA hi sarveSAmAjJA zaMbhorgarIyasI ॥ avakAzamazeSANAM bhUtAnAM saMprayacchati ॥ 23 ॥
Lord Śiva’s command is infallible and is the greatest of all. It gives rest to the rest of the beings.

आकाशः परमेशस्य शासनादेव सर्वगः ॥ प्राणाद्यैश्च तथा नामभेदैरंतर्बहिर्जगत् ॥ २४ ॥
AkAzaH paramezasya zAsanAdeva sarvagaH ॥ prANAdyaizca tathA nAmabhedairaMtarbahirjagat ॥ 24 ॥
The sky is omnipresent by the command of the Supreme Lord. The world within and without is also known by the differences of names such as prana and others.

बिभर्ति सर्वं शर्वस्य शासनेन प्रभञ्जनः ॥ हव्यं वहति देवानां कव्यं कव्याशिनामपि ॥ २५ ॥
bibharti sarvaM zarvasya zAsanena prabhaJjanaH ॥ havyaM vahati devAnAM kavyaM kavyAzinAmapi ॥ 25 ॥
By the command of Lord Śiva, Prabhanjana sustains everything. It carries the offerings of the gods and the poems of the poet-eaters.

पाकाद्यं च करोत्यग्निः परमेश्वरशासनात् ॥ संजीवनाद्यं सर्वस्य कुर्वत्यापस्तदाज्ञया ॥ २६ ॥
pAkAdyaM ca karotyagniH paramezvarazAsanAt ॥ saMjIvanAdyaM sarvasya kurvatyApastadAjJayA ॥ 26 ॥
By the command of the Supreme Personality of Godhead, fire performs the rituals of cooking. By His command water gives life to everything.

विश्वम्भरा जगन्नित्यं धत्ते विश्वेश्वराज्ञया ॥ देवान्पात्यसुरान् हंति त्रिलोकमभिरक्षति ॥ २७ ॥
vizvambharA jagannityaM dhatte vizvezvarAjJayA ॥ devAnpAtyasurAn haMti trilokamabhirakSati ॥ 27 ॥
By the order of the Lord of the universe, Viśvambhara always sustains the universe. He kills the gods and demons and protects the three worlds.

आज्ञया तस्य देवेन्द्रः सर्वैर्देवैरलंघ्यया ॥ आधिपत्यमपां नित्यं कुरुते वरुणस्सदा ॥ २८ ॥
AjJayA tasya devendraH sarvairdevairalaMghyayA ॥ AdhipatyamapAM nityaM kurute varuNassadA ॥ 28 ॥
By the command of Lord Śiva, Lord Brahmā was invincible to all the demigods. Varuna always rules over the waters.

पाशैर्बध्नाति च यथा दंड्यांस्तस्यैव शासनात् ॥ ददाति नित्यं यक्षेन्द्रो द्रविणं द्रविणेश्वरः ॥ २९ ॥
pAzairbadhnAti ca yathA daMDyAMstasyaiva zAsanAt ॥ dadAti nityaM yakSendro draviNaM draviNezvaraH ॥ 29 ॥
He binds them with ropes, just as a punishment is bound by the command of the Lord. The lord of the yakshas, the lord of wealth, always gives wealth.

पुण्यानुरूपं भूतेभ्यः पुरुषस्यानुशासनात् ॥ करोति संपदः शश्वज्ज्ञानं चापि सुमेधसाम् ॥ ३० ॥
puNyAnurUpaM bhUtebhyaH puruSasyAnuzAsanAt ॥ karoti saMpadaH zazvajjJAnaM cApi sumedhasAm ॥ 30 ॥
The discipline of the Supreme Personality of Godhead is worthy of pious deeds for all living beings. It always brings wealth and knowledge to the intelligent.

निग्रहं चाप्यसाधूनामीशानश्शिवशासनात् ॥ धत्ते तु धरणीं मूर्ध्ना शेषः शिवनियोगतः ॥ ३१ ॥
nigrahaM cApyasAdhUnAmIzAnazzivazAsanAt ॥ dhatte tu dharaNIM mUrdhnA zeSaH zivaniyogataH ॥ 31 ॥
By the command of Lord Śiva Lord Śiva also restrained the wicked By the command of Lord Śiva the rest of the demigods hold the ground on their heads.

यामाहुस्तामसीं रौद्रीं मूर्तिमंतकरीं हरेः ॥ सृजत्यशेषमीशस्य शासनाच्चतुराननः ॥ ३२ ॥
yAmAhustAmasIM raudrIM mUrtimaMtakarIM hareH ॥ sRjatyazeSamIzasya zAsanAccaturAnanaH ॥ 32 ॥
The fierce form of the Supreme Personality of Godhead is called Tāmasi. The four-faced Lord creates the rest by the command of the Lord.

अन्याभिर्मूर्तिभिः स्वाभिः पाति चांते निहन्ति च ॥ विष्णुः पालयते विश्वं कालकालस्य शासनात् ॥ ३३ ॥
anyAbhirmUrtibhiH svAbhiH pAti cAMte nihanti ca ॥ viSNuH pAlayate vizvaM kAlakAlasya zAsanAt ॥ 33 ॥
He protects them in other forms of His own and ultimately kills them. Lord Vishnu rules the universe by the rule of time.

सृजते त्रसते चापि स्वकाभिस्तनुभिस्त्रिभिः ॥ हरत्यंते जगत्सर्वं हरस्तस्यैव शासनात् ॥ ३४ ॥
sRjate trasate cApi svakAbhistanubhistribhiH ॥ haratyaMte jagatsarvaM harastasyaiva zAsanAt ॥ 34 ॥
He creates and frightens with His own threefold bodies. At the end of the day Lord Śiva takes away the entire universe by his command.

सृजत्यपि च विश्वात्मा त्रिधा भिन्नस्तु रक्षति ॥ कालः करोति सकलं कालस्संहरति प्रजाः ॥ ३५ ॥
sRjatyapi ca vizvAtmA tridhA bhinnastu rakSati ॥ kAlaH karoti sakalaM kAlassaMharati prajAH ॥ 35 ॥
The Supreme Soul, the Supreme Soul of the universe, creates and protects in three ways. Time does everything and time destroys the people.

कालः पालयते विश्वं कालकालस्य शासनात् ॥ त्रिभिरंशैर्जगद्बिभ्रत्तेजोभिर्वृष्टिमादिशन् ॥ ३६ ॥
kAlaH pAlayate vizvaM kAlakAlasya zAsanAt ॥ tribhiraMzairjagadbibhrattejobhirvRSTimAdizan ॥ 36 ॥
Time rules the universe under the control of time. They carried the universe in three parts and ordered rain with their effulgence.

divi varSatyasau bhAnurdevadevasya zAsanAt ॥ puSNAtyoSadhijAtAni bhUtAnyAhlAdayatyapi ॥ 37 ॥
By the command of Lord Śiva, the sun-god is raining down rain in the sky. It nourishes and cheers all living beings born of herbs.

देवैश्च पीयते चंद्रश्चन्द्रभूषणशासनात् ॥ आदित्या वसवो रुद्रा अश्विनौ मरुतस्तथा ॥ ३८ ॥

The moon is also drunk by the demigods because of the command of the moon-ornament. The suns, the Vasus, the Rudras, the Aśvinī-kumāras and the Maruts.

The sages who fly in the sky the siddhas the enjoyers human beings and animals Animals birds insects and other living things.

Rivers seas mountains forests and lakes The Vedas, the Sangas, the scriptures, the mantras, the stomas, the sacrifices and so on.

It is through the power of his order that the earth, the mountains, clouds, oceans, luminary bodies, Indra and other gods, the mobile and immobile beings sentient or non-sentient are sustained.

Thus everything initiated by the gods strenuously against the grass was a flop. O Kṛṣṇa, it was due to the power of that Yakṣa alone.

Then the infuriated lord of go is asked the Yakṣa, “Who are you, sir?” Then even as they were watching, the Yakṣa vanished.

In the beginning the universe is created by him, and it is annihilated again by him. There is none to control him. Everything is controlled by him”.

ityuktvA sA mahAdevI tatraivAMtaradhatta vai ॥ devAzca vismitAH sarve tAM praNamya divaM yayuH ॥ 60 ॥
After saying this the great goddess vanished there itself. The surprised gods bowed to her and went to heaven.
